Bilikiss Adebiyi-Abiola
Bilikiss is a public sector leader, sustainability advocate, and social entrepreneur. She is currently the General Manager of the Lagos State Resident Registration Agency (LASRRA), spearheading the development of a secure, inclusive, and data-driven digital identity system for the 20 million+ residents of Lagos State. Under her leadership, LASRRA launched the smart multi-purpose Lagos State Identity Card – a first-of-its-kind initiative in Nigeria. Bilikiss is also the founder of Wecyclers Nigeria Limited, a social enterprise pioneering environmental sustainability, public health, and economic empowerment. Wecyclers operates a tech-enabled, incentive-based recycling model that serves densely populated, low-income communities.
She is Chairperson of the Board of Trustees of the Heineken Africa Foundation, guiding investments that strengthen climate resilience and food security, Chairperson of the global Fair Plastic Alliance, and Jury Chairperson for the King Baudouin Foundation Africa Prize, helping uplift African organizations delivering transformative, scalable impact. Bilikiss is author of Crazy Lady, a powerful memoir tracing her career journey.
Previously, Bilikiss was General Manager of State Parks and Gardens Agency (LASPARK), and Director-General of the Lagos State Records and Archives Bureau (LASRAB). She was also a founding Board of Trustees member of the Lagos State Employment Trust Fund (LSETF), which supports inclusive economic growth.
